In Mozambique, adolescent girls and women who are pregnant or parenting have long faced serious barriers and challenges to remain in school. In 2018, the government of Mozambique showed political will and revoked a discriminatory 2003 ministerial decree that had mandated school officials to move pregnant girls and adolescent mothers from regular daytime schools to night-shift schools. “Girls Shouldn’t Give Up On Their Studies” examines the impact of the government’s reversal of the 2003 decree. Based on 66 interviews with adolescent girls and women, teachers and school officials between 2021 and 2023, the report finds that more than five years after the ministerial decree was revoked, girls and women who are pregnant or parenting face discrimination, and often experience a lack of support, encouragement, and accommodations at the school level that make it impossible for many to juggle schooling and childcare responsibilities. Some teachers and school officials remain unaware of the policy change, and schools lack clear instructions on what they need to do to protect the right to education of students who are pregnant or are parents. Human Rights Watch calls on the Mozambican government to adopt legally enforceable instructions and measures to ensure girls’ right to education during pregnancy and parenthood. | |
